Chamber of Citizens raise questions about car wash proposal
Neighborhood resistance has stalled, but not stopped, the proposed development of a car wash at the edge of a South Escondido residential neighborhood. The location is Brotherton Road and South Center City Parkway. Chamber of Citizens president Lisa Prazeau has raised a number of significant questions about how the proposal has been handled by city staff, and an opinion essay she wrote was published in the North County Times March 19.

The recent “last minute” cancellation of a public hearing has prompted Escondido residents to question the city’s planning appeals process. The cancellation of the Feb. 24, 7 p.m. City Council meeting afforded the applicant an unfair advantage, while adjacent residents have been left to feel unrepresented.
As of this date, the city has formally rejected the car wash proposal three times. After the latest rejection, the applicant filed an appeal.
So, what could be wrong to warrant denial three separate times?
