Sheila Kuehl, former California Senator, questions the rhetoric behind Governor Schwartzenegger’s interpretation of Prop 1A. The governor has chosen to use his unsubstantiated conclusions to further the cause of his budget proposal which is an attempt to balance the budget by huge cuts on programs that affect the least among us, not to mention education.
